Pathway Talent is recruiting on behalf of New Horizons for an experienced Bid Development Manager to join their Product, Growth and Partnerships team.

This is an exciting opportunity for an experienced Bid Manager to play a key role in supporting New Horizons’ strategic growth and future opportunities.

As Bid Development Manager, you will lead the development of high-quality tenders, grants and funding submissions, translating strategic opportunities into compelling, compliant and commercially focused proposals.

Partnering with senior leaders and subject matter experts across the organisation, you will bring together diverse expertise to articulate New Horizons’ capability, value proposition and approach with clarity and impact. You will provide structure and momentum throughout the bid process, ensuring submissions are strategically positioned, evidence-led and aligned with funder priorities and evaluation criteria.

About the Role
You will lead the end-to-end bid development lifecycle, providing strategic oversight from opportunity assessment and bid planning through to proposal development, executive review, approval and final submission.
Working in partnership with leaders and subject matter experts across Operations, Quality and Risk, Finance, People and Culture, ICT, Property, Marketing and Communications, and Clinical Governance, you will:

  • Identify and assess relevant tender, grant and funding opportunities aligned with organisational priorities.
  • Maintain a forward pipeline of opportunities and contribute to informed bid/no-bid decision-making.
  • Establish clear bid strategies, project plans, workback schedules, compliance requirements and review milestones.
  • Develop and refine compelling, evaluator-focused submissions that clearly articulate capability, value and impact.
  • Translate complex operational, clinical and technical information into clear, persuasive and accessible content.
  • Lead the coordination of senior leaders and subject matter experts to secure timely, high-quality contributions.
  • Maintain rigorous oversight of submission compliance, including schedules, supporting documentation, declarations, approvals, formatting and version control.
  • Build and maintain a strong library of reusable bid content, capability statements, case studies, evidence and templates.
  • Lead post-submission reviews, capturing insights and applying lessons learned to strengthen future bids.
  • Champion continuous improvement across bid processes, enhancing the quality, consistency and effectiveness of future submissions.

About You
You are an accomplished bid professional who combines strategic thinking, persuasive writing and disciplined delivery. You understand how to position an organisation’s capabilities effectively, navigate complex submission requirements and bring together diverse stakeholders to deliver high-quality outcomes.

Confident working with senior leaders and subject matter experts, you can quickly make sense of complex information, identify what matters most to evaluators and translate it into clear, credible and compelling submissions.

You will bring:

  • Proven experience leading the development and delivery of complex tenders, grants, proposals or funding submissions within a complex organisation.
  • Highly developed writing and editing capability, with a demonstrated ability to produce persuasive, evaluator-focused content.
  • Strong project management capability, with the ability to manage multiple workstreams, contributors and competing deadlines.
  • A meticulous approach to quality and compliance, including submission requirements, schedules, supporting documentation, approvals and version control.
  • The confidence and credibility to engage effectively with senior leaders, subject matter experts and cross-functional stakeholders.
  • Experience developing and maintaining reusable bid content, capability statements, case studies, evidence libraries and templates.
  • An understanding of community services, mental health, disability, housing, psychosocial support, human services or other government-funded service environments.
  • A genuine commitment to person-centred, trauma-informed, culturally safe and recovery-oriented practice.

Highly Regarded

Highly regarded experience includes:

  • Developing successful submissions for government agencies, Primary Health Networks, commissioning bodies and social services funders.
  • A strong understanding of government procurement and commissioning processes, including evaluation criteria, service modelling, implementation planning and outcomes measurement.
  • Experience contributing to consortium bids, strategic partnerships and multi-agency submissions.
  • The ability to develop clear and professional tables, graphics, logic models, implementation timelines and other visual content that strengthens the quality and impact of submissions.
  • Knowledge of Aboriginal and Torres Strait Islander cultural safety, culturally responsive practice, lived experience principles and inclusive service design.
